I would assume so; they were made somewhere. It wouldn't be too hard to slap together some kind of nitromethane compound out of somewhat common materials.

BJ do you have any knowledge if it is possible for the batteries of these cell phones could be used to make a bomb?

I don't know if it is possible to use battery materials to make any kind of explosive, but it is almost certainly easier and cheaper to use common chemicals.

The batteries could be useful for powering things, the innards could be useful for blowing up things. The whole phone is the most useful device.

Batteries in to bombs, not really. But they have been used to make remote detonators before. Someone from anywhere in the world can simply call the phone that is being used as the detonator.
