Who gets to determine what the definition of outlaw biker gang is?
Are the Nam Vets a outlaw club?
Will the Middle East vets be a outlaw club?
Are the Dykes On Bikes a outlaw club?
What about the White Knights?
So much for a free life in your world, Mr. Life.

That's simple, they declare themselves outlaw biker gangs. All the aforementioned groups, the Bandidos, Hell's Angels, Pagans, Outlaws etc, all wear the 1% diamond as part of their colors.

The American Motorcycle Associatian in an effort to counter stereotypes said, "1% of the bikers give the other 99% a bad name" The outlaw groups liked the sound of that so much that they integrated a patch, a 1% diamond into their colors, and to this day the outlaw groups wear the 1% diamond.

The Nam Vets don't wear the diamond, nor do the Dykes, the White Knights, the Blue Knights, the Peace Keepers etc etc. So, no, they are not outlaw groups.
