That's true. For this time around. But banning pre-paid cellphones will just mean that they will find another transmitter source to use next time.

I'm a Amateur Radio operator (HAM) and I could build a transmitter small enough to fit inside a pen.

Would it be powerful? Of course not, but then it doesn't have to be to send a signal a block or two away.

Are they that smart of sophisticated enough to build their own? Doubtful, but possible.

Not ban. Just place them on inactivation status for a couple of weeks. I don't like this ID stuff either but it "ain't" going away. If I have to show id for everything else.....
