There are other ways to detonate explosives.

One can setoff IED with cell phones, kitchen timers, pagers, PDAs with wireless access and a host of other tech.
Should we register the owners of those things too?

P.S. IEDs in Iraq are not set off by cell phones. They are using IR for most of them.
