The terrorists were going to do these things in one hour intervals.
1. The first couple of planes arrive over major cities and blow up. That forces the ATC to stop all planes from landing, and to wait over the ocean.
2. While planes are circling, other planes are blown up, forcing other planes to continue circling.
3. Planes are still circling, and a third round of blowups is initiated.
4. Not only are planes destroyed which have bombs on board, but planes run out of fuel because there is no way to know which ones have bombs on board. Since the terrorists didn't hijack any of them, no one can know which ones are in danger.

I was thinking they would do it over the ocean because they realize we are sensitive to recovering remains. It isn't just the killing, it is also the suffering they enjoy.

That's what I thought, until I read that an informant said that one reason they wanted to do it over the ocean was to get rid of the evidence of how it was done.
