The State Department should add Washington DC to it's travel advisories, and New Orleans as well!
I don't guess The District of Columbia has a National Guard? ...maybe they can borrow some from Chocolate City?

As a matter of fact, if I recall correctly, the DC Army National Guard is comprised of at least one battalion of Military Police. They help provide parade route security during Inaugurations.

DC has a National Guard. I was once a member. DC has AF and Army Guard. Most of the Army Guard used to be Military Police. The Armory is next to RFK Stadium.
I lived in the DC area for 13 years (91-04) and for 6 months in 80-81. Crime was bad in 81 and not much better in 91. It seemed to get a little better after Marion Barry (Mayor for Life) left office, but anyone that ventures into DC after dark should do so in a group and avoid major portions of the city.
We would go down to see the fireworks on the 4th of July, and that was safe since half a million people were there. There seemed to be a steady drip, drip, drip of senseless crimes like the couple that was driving on the freeway through Anacostia that the Wife was shot by a thug that later when caught said "I just wanted to kill somebody." The vast majority of the thugs are Black, and middle and upper class Black professionals have moved to Prince George's County or beyond. No one wants to live in the Eastern half of DC.

The DC national guard was de-certified.
