The resolution really is not about disarming Hezbullah. Don't read more into it than is there.
I agree and I'm not reading anymore into than you are.
My working assumption is that Hezbullah will never willingly give up their arms. So how do you draft a UN cease fire resolution without mentioning 1559? The answer is of course that you can't do that because you would silly if not naive. So you put some feel good words into the resolution to satisfy Olmert and most of the State Department employees and then you lay out the rest of the terms in way that makes 1559 enforcement impossible.
I know this sounds crazy but it actually has an official name. It is called DIPLOMACY. It is closely related but not exactly the same as ENGAGEMENT.
