Seems like there might be some differences in interpreting the timing in the proposed resolution.

The oldest trick in the Diplomat's Famous Bag of Tricks: you write the language so that both sides can interpret it in a way that is favorable to their side even when the two sides are 180 degrees apart. That takes real skill. Of course the end result is a disaster but the diplomacy "worked" and that is what counts.
