Your wondering might be spot on. Roger Hedgecock, in for Rush said they were cut out because the Brits were afraid that it would be leaked before they could excute the arrests.

Saw on Fox News earlier today that one of GWB's greatest concerns was that it would all be leaked before the arrests.
