(Immediately I smell a scammer. But I reply)
ME:
"Excellent condition. Price is firm."
FRANK:
"it sound good am making a good offer of $180 so get back to me with your conmtact info so going to send you money order through USPS"

I know of a way to make the device look even better. Go buy a decorative table top rock fountain at walmart. it already has the pump and a decorative vase with rocks. all you have to do is rig the strobe lights and modify the water drops.
Cost's about 10 bucks.
