Really? So when do we declare war on these Islamic Fascists and their state sponsors - and then fight like we want to win???

Despite our ongoing actions in Afghanistan and Iraq, we've not seen a SINGLE declaration of war. Are we at war against Islamic Fascists including Al Qaeda or not? The President says one thing but the lack of a formal declaration says another.

Seems like saying we're at war already would preclude a declaration of war, which starts hostilities and is therefore not needed, seeing as how hostilities have been underway for quite some time.
