I didn't take you out of context. He said that those dependent on the government should not be allowed to vote because to do so would be to allow them to vote for increasing their own benefits.
Somehow, you tried to spin that into him deciding who can reproduce. All he was advocating is personal responsibility.
He didn't offer clear examples of his point. His vague comment offered zip. Only later did he suggest that whoever receives $ from the government should not be able to vote. Again, he was unclear...and remained unclear t/o the thread till his banning.
