The 27th amendment has resulted in a de-facto direct democracy. Why do you think N.O.W. and the ACLU have such a say in the senatorial campaigns in states such as Texas or Alaska, where these groups have little or no support per capita? Why don't you read the Constitution, it can't hurt. It sure as hell ain't hurt Bush.
