Me thinks this is all just one last effort to appear diplomatic. Why would the Lebanese PM turn down this opportunity to get out of the war, he's got to know he is never going to get an immediated cease fire, this is the best he is going to get, and considering the meager bargaining power Lebanon has it shouldn't be complaining. Something stinks, i just wish i knew what is was.
