Someone explain. If the threat is foiled, why would there threat level be raised to imminent.
Seems unecessary to raise the threat level if they have all the criminals.

This threat may have been foiled, or hopefully foiled, but I can understand the threat level being raised because they have to be cautious and assume there are more plans.
