For me, this is the biggest failing of the Bush administration and the GOP-led Congress. There was a historic window of opportunity after the 9/11 attacks to make fundamental changes in our immigration policy, and Bush and the congress did nothing. I'm afraid you are right, it will take another devasting attack before the American people wise up.

I am not so sure. So many politicians firmly believe the threat is small to them personally while the political risks to them if they act to make us safe and control the borders is immense. They will do nothing and the average american is simply too stupid to grab his butt with both hands at the same time (for how else can one account for 'progressives').
Maine is firmly blue and ruled by one party...as a result we have an abysmal economic situation, #1 in taxes as a percent of incomes, #37 in wages and #49 in friendliness to business. We are losing the 18-30 year old demographic to out of state migration at 4 times the US average and 1 wage earner in 6 gets a check right from government. We are one of two states that lest ground economically per the fed, last year(the other was post Katrina Louisiana)....
Yet, every single year we vote for the same idiots who do this to us...
The terrorists could take out half a dozen towns in maine before the average voter considered doing anything different.
