I've known people in law enforcement to "play dumb" but I see no reason for it in this case. A policy objective of homeland security should be to have the confidence of the public. Looks like the agencies are not "talking to each other" , once again, now, four weeks before the fifth anniversary of 9-11.
Much of DHS is populated with "Head-The-Sand" types who are holdovers from the old INS. These employees saw it (and many still do) as their job to facilitate the entry of aliens INTO the country.
BTW the person I spoke with is ULTRA reliable as a source. This person is NOT playing dumb. The culture of DHS seems to be to keep everything a secret because the public can't be trusted. Plus, in their way of thinking, if you don't have secrets, you don't have power.
