If for nothing else it was for that wet kiss he gave Bill Clinton on the floor of the Senate in 1998 - the "You better not do this again, 'cause I really mean it this time..." speech that earned him, in the eyes of the media, the profile in courage award. Mildly castigating Clinton at that time was not courage, calling for his resignation wouldn't have been courage, it was merely duty at that point.
