A better law IMO would be that homeowners, after making an informed decision should be allowed to return to their property immediately after a storm.
After hearing reports of looting after hurricane Hugo way back in 1989 my husband has refused to even consider evacuating (fortunately for us in the last 10 years that was only an issue once). Before hurricane season, he makes sure we're well stocked with food, water, and ammo.
