The outlining around the edge of the man in the photo looks like "mosquito noise". It is an artifact produced by the compression scheme used by JPEG. Unfortunately, the JPEG image format alters the original image, producing artifacts like the one seen around the edge of the man. When you can see 8x8 pixel squares that look discontinuous with their surroundings, it is almost always a JPEG artifact.

The original bombing photo, on the other hand, is a fake.

Not to make excuses, but newspapers used to edge subjects in photos to make them pop out more in the paper (I mean literally paper).

Maybe this guy is an old timer and is doing it from habit. Or maybe it is still allowed or even encouraged in some cases.

Of course this is completely different from adding smoke, etc.

it doesn't look to me to be a matter of outlining.

the pixellation of the figure appears to match the oddities on its frings, but not the pixellation of the background. that says photomanip to me.
