I think he is dead.
All indications were that if he died, they would hide it from the public for the first 48 to 72 hours or so. No video or photos, just phony statements issued in his name, until they realize they have their ducks in a line for the succession. When the tanks start moving, they are solidifying their position to pre-empt disorder and riots.

Well, they just cancelled Carnival or some big holiday they were set to celebrate starting tomorrow IIRC. Heaven forfend anyone actually enjoy life while His Nibs is on his death bed.
