Those rockets were designed by the Soviets as a mass fire weapon.
Their doctrine was to volley fire enough of them to target a grid square.
The rags aren't using them as designed but are ra^ther firing them either singly or in small numbers as a terror weapon.

Your big guns fired a round which were stable and consistent in flight.
Also you guys took great pains to survey your firing location and compute impact location based on physics.
The "up, down, right, left" adjust fire works because your artillery isn't crap like 50's vintage Soviet rockets.
