Of course they will. Just as Hitler found it more difficult to conquer the world than he thought at the outset. That is why it's so plainly a futile waste of lives and treasure to bring on some grand war scheme. These nutcases and haters with delusions of grandeur never "get it" that at some point their targets will get their act together and everything will come back on them.
That's right, they never get it. Their rise to localized power exposes them to constant adulation and acquiescence, which predisposes them to believing that others, outside their sphere of power, will react the same way.
For this reason, I prefer to see threats neutralized early after proper identification, rather than waiting for provocative empirical evidence.
