Whatever happened to getting pulled over for a stern warning from a police officer? For a lot of people, that would be more than sufficient to make the point. Cuffing, transporting and charging a 13 year-old with a serious felony sounds extreme in this case.

If a cop had been the primary witness, that's probably all that would have happened. However, since the woman reported it after the fact (probably embellished with a bit of indignation), and the initial police investigation (finding the toy guns) seemed to support the woman's account of the story, the cops have to let things play out for a bit. I expect it will ultimately be dismissed.
