Jesus made no allowances for 'Collateral Damage' or 'Tragic Mistakes,' all too common during a bloody war. The millstone would appear to apply to all who harm His 'Little Ones.'
It could be that Jesus didn't feel the need to state the obvious.
If your neighbor, upset by the amount of traffic going down the street in front of his home, tossed his youngest child in front of a passing car to illustrate the dangers of too much traffic, I believe that Jesus could sort out the culprit in the situation.

Really? Seems obvious that offending little ones is not good---why bother mentioning it?
