Minister: Israel must be ready for any Iranian attack

A week after the end of the war with Hezbollah, Minister Rafi Eitan warned Tuesday that Israel should prepare for the possibility of a missile attack from Iran.
"We are liable to face an Iranian missile attack. The Iranians have said very clearly that if they come under attack, their primary target would be Israel," Eitan, a member of the decision-making security cabinet, told Israel Radio.
Iran could fire missiles at Israel "therefore we must prepare for what could come, and prepare the entire country for a missile strike attack, to prepare all the civilian systems so they are ready for this," Eitan said.
The radio said Eitan, a former spymaster, meant that Israel should prepare its bomb shelters to protect against a possible Iranian attack.
It quoted Eitan as alluding to the current international standoff with Iran over its uranium enrichment, saying if the situation deteriorates, Israel would be the first to come under attack.
Iran's President Mahmoud Ahmadinejad has called for Israel to be "wiped off the map."
He has said Israel "should not assume" its cease-fire with Iranian-backed Hezbollah guerrillas last week means an end to the crisis.
Hezbollah fired 4,000 rockets on northern Israel during the war.
Iranian cleric Amad Khatami has said that Iran would hit Tel Aviv with medium-ranged missiles if it came under attack. Arms experts say Iran's Shahab-3 missiles are capable of striking Israel.
Eitan's remarks also came as tensions rose between Iran and six world powers led by the United States, who have sought to persuade Tehran to halt its uranium enrichment program, with an August 31 deadline for Tehran to face possible sanctions from the United Nations.

Eitan: Ready shelters for possible Iran conflict

WMD Material Found in Hong Kong Flower Container
Materials found last week in Hong Kong that could be used in a nuclear or chemical weapons program were intended for shipment to Iran, the Ming Pao newspaper reported.
A report led authorities to a box sitting in a flower tub in the Kai Yip Housing Estate. Police found box held two packets containing a white powder and two bottles of a liquid. A shipping company delivery bill, attached to the box, indicated the material was supposed to have been sent to Iran eight months ago, Ming Pao reported.
Police have not identified the materials. However, a reporter saw “KHF2” written on both powder packets.
KHF2 is the chemical formula for potassium bifluoride, a corrosive that could be used as a nerve gas precursor agent. It could also be used as a component in the extraction of plutonium, Ming Pao reported (Ming Pao, Aug. 18).

Susan Hemming, Head of the CPS Counter Terrorism Division, today made the following statement in relation to an alleged plot to detonate explosives on board aircraft:
"I was briefed in relation to these allegations before the arrest and asked to advise on some preliminary legal issues both before and just after arrest. Together with another senior CPS lawyer, I have been working with the police full time at New Scotland Yard for the last eight days. We have been carefully examining and assessing the evidence against each individual with the assistance of anti terrorist officers in order to come to charging decisions at the earliest practicable opportunity.
"This morning I made a decision that there was sufficient evidence and authorised, with the approval of the Director of Public Prosecutions, the charge of 11 individuals.
"Eight individuals have been charged with two offences relating to an alleged plot to manufacture and smuggle the component parts of improvised explosive devices onto aircraft and assemble and detonate them on board. Those individuals have been charged with conspiracy to murder and the new offence of preparing acts of terrorism contrary to Section 5 of the Terrorism Act 2006.
"In addition, three have been charged with other offences under the Terrorism Act 2000. One has been charged with possession of articles useful to a person preparing an act of terrorism and two with failing to disclose information of material assistance in preventing an act of terrorism. One woman has been released from custody without charge.
"I would like to remind you of the need to take care in reporting the events surrounding this alleged plot. These individuals are only accused of these offences and they have a right to a fair trial. It is extremely important that there should be responsible media reporting which should not prejudice the due process of law.
"Finally, 11 other individuals are still in custody and remain under active investigation. Their position is being assessed on a regular basis with a view to considering the need to keep them in detention. We cannot yet make a decision about whether further charges will follow or if a further application for detention will be made on Wednesday as the evidential picture is continuously developing. Any such application would be made by a Crown Prosecutor to a High Court Judge in accordance with the new legislation."

Terrorism charges
Eleven people have today been charged in relation to the alleged terror plot.
Eight have been charged with two offences relating to an alleged plot to manufacture and smuggle the component parts of improvised explosive devices onto aircraft and assemble and detonate them on board.
Those individuals have been charged with conspiracy to murder and the new offence of preparing acts of terrorism contrary to Section 5 of the Terrorism Act 2006.

"This is not because we have wanted to withhold information from the public on the contrary, we want to tell the public as much as we can about the terrorist threat. But we have now reached the stage where I can give you more details. I cannot give you a running commentary on the enquiry. Neither can I give details of the specific evidence against individuals. What I can give is an indication of the type of evidence that will be presented in support of the prosecution.
"First, there is evidence from surveillance carried out before 10 August. This includes important, indeed, highly significant video and audio recordings.
"I can also tell you that since 10 August we have found bomb making equipment. There are chemicals, including hydrogen peroxide, electrical components, documents and other items.
"We have also found a number of video recordings - these are sometimes referred to as martyrdom videos. This has all given us a clearer picture of the alleged plot.
"However, the investigation is far from complete. The scale is immense. Enquiries will span the globe.
"The enormity of the alleged plot will be matched only by our determination to follow every lead and line of enquiry. I shall try to give you an idea of the size and complexity of this investigation.
"There have been 69 searches. These have been in houses, flats and business premises, vehicles and open spaces.
"As well as the bomb making equipment, we have found more than 400 computers, 200 mobile telephones and 8,000 items of removable storage media such as memory sticks, CDs and DVDs. So far, from the computers alone, we have removed some 6,000 gigabytes of data.
"The meticulous investigation of all this material will take many months. All the data will be analysed.
"There will be thousands of forensic examinations and comparisons. Fingerprints, DNA, electronic data, handwriting comparisons, chemical analysis, and indeed the full range of forensic disciplines will be used.
"Aside from this particular case, we continue, working with the Security Service and others to investigate the threat from terrorism.
"I would like to reassure the public that we are doing everything we can to keep you safe, for you to live your lives without being in constant fear. However, we must be realistic. The threat from terrorism is real, it is here, it is deadly and it is enduring.
"As we all look for explanations, we cannot afford to be complacent and ignore the reality of what we face.
"These are difficult times for all communities, but I can assure you that the police service will not flinch from its duty to protect the public. More information will be given as and when it is appropriate to do so."
