A chance encounter in the lobby of the National Press Club suggests that it's possible not likely, but possible that immigration reform could pass this year.
Prospects are grim because House Republicans seem dug in on their plan to fight illegal immigration, period, while the Senate wants to combine border and workplace enforcement with work permits and an opportunity for illegal immigrants to become legal residents and citizens.

Actually, all the legislators do is write the laws. It's up to the executive branch to enforce the laws.
And, guess who hasn't been enforcing the laws for the last few years?

Guess who could impeach him if he doesn't.

There are a lot politicians in mortal fear their money will dry up if they don't get Amnesty+ through. Why would the casinos, landscapers, hotels, and other lobbies back their campaigns if they don't come through with the goods they were paid for? And promises of presidential runs too, like Hagel and Pence in 2008.

It reads like it was written by the usual set of immigration lawyers paid by the cheaper labor lobbies who put it in Pence's hand. It was an attempt to plaster over some concerns related by conservatives to the Hagel bill, yet in their glee they couldn't help themselves by putting in things more absurd than the Hagel bill, like the laughable "Ellis Island Centers."

Kondrake is one of those Beltway elitists for whom compromise requires one essential ingredient - amnesty.
All other parts are optional.
He and the rest of the amnesty crowd are totally wired into the Tarrance Group spin machine. Tarrance is essentially a pro-amnesty not-think tank. Their spokesperson, Tamara(sp) Jacoby is a one-note shrill shill on amnesty and open borders and she gets all the air time she wants.
Tarrance/Lake polls on immigration are always loaded with pro illegal cheap-labor questions, like "Would you rather saves $50,000 on your new house by using hard-working, family-values immigrants?"

Bottom line - it you see Tarrance Group or Tamara Jacoby, move on to something else.
every single compromise has been just a back door to slipping in amnesty and torpedoing enforcement.
They do the "slow motion amnesty" vs instant amnesty,
They neuter the wall with mexican consultation and no money to build the wall.
The best that can happen is to let the senate bill and all the Capital B Capital S amnesty compromises die a miserable agonizing tordured death.
I take it you think the exclusion of any human not from the Americas from this "guest worker" program is a positive then?
