Do we have anyone here whose Spanish is good enough to tell us if the term "accident of health" is idiomatic for anything?

I don't know in Cuba, but in Spain it does not mean anything in particular.

BTW, the Spanish newspaper El Mundo is announcing that Fidel will have to spend several weeks resting, away from public view. How will we know when to celebrate?

El diagnóstico que ofreció el mandatario fue de "estrés extremo" que le provocó "una crisis intestinal aguda con sangramiento sostenido", lo cual lo obligó a "enfrentar una complicada operación quirúrgica".

It says he has been under extreme stress which provoked sustained intestinal bleeding and must deal with complicated surgery.
