Check the Belmont Club. There is a lot more to this than just a simple banner. Why did a building bombed at midnight collapse at 8:00 AM with folks still in the basement? Lots of questions on various threads are posted here on that question.

That job had to be done on special equipment well ahead of time. Such special equipment might be found in a modern city such as Beirut, but not likely in a border town.

As a graphic artist with a fair amount of banner experience, I can say with some certainty you could NOT produce that banner in 2-4 hours (how do we know that time frame, by the way?).
If some shop does that kind of work that fast, I'd sure like to know about it.

Haven't been to Kinko's lately, but they have always had the right gear for their market. There are some banner printers here, but they go at most about four feet wide and don't do that kind of graphics.
