I think you are arguing with someone that agrees with your postion. Sorry if I was not clear in my request for you to elaborate on the sentence you posted.
There is no doubt where the problem lies. The rest of the world has looked the other way while fathers sent their 15-year-old sons strapped with bombs about their waist into a school bus to blow off the arms and legs of Israeli school children.

An honorable man, facing an honorable opponent can make a case for refusing to fight, and still survive; maybe even form a grudging friendship.
Mohammed, Lenin, Stalin, Hitler, Mao, Pol Pot, Idi Amin, Saddam, et al show that this does not stand a chance with the dishonorable, the deranged, or "True Believer"; they will laugh, and kill anyway. Killing them first is the only defense.
That is why I say it takes two to make a fight, but only one to make a massacre.
