To: Canard
The UN realistically can only ever take action through it's member countries.

Which are primarily dictatorships or Islamic theocracies

If there is a lack of action, then the fault is with the member countries.

Which is to be expected, given their makeup.

This author seems to delight in pointing out the problems, but I don't see any actual solutions being suggested.

Sometimes - there is no solution. Regarding the UN, that's the point.

Yes I agree. And that's very much down to the way that the UN was designed. The lessons were learnt from the League of Nations and ineffectiveness was built in, to avoid the situation where powerful countries could be sanctioned and would simply leave the body.
