What about in 2000? That wasn't that long ago...9/11 happened since then, the bombs in the trains in London, Madrid, India...the WORLD is more aware of terrorism.
I think THIS is that time...and woe be to all of us if they don't take advantage...ONLY because the "next time" that you are talking about, could be a NUKE attack.
