My answer:
That is correct with respect to the terrorists sitting in the room(s), but I was thinking about those firing missiles, they do not have a pre-dtermined plan, but get their information through a command chain (perhaps using cellular phones)

in the article they said:
"We have specific orders. Even when we fire rockets we know when and where to fire and each of the men manning the launchers runs to a specific hiding place after firing the rockets."

But I do not think that they have a plan for the next 100 days, it must be done on orders sent a few hours before launch.

Cell phones are the best thing the Israeli's could ask for. They are easy to monitor and perhaps that is how Israel is able to give a warning to suspected targets. Who knows, perhaps NSA is intercepting and relaying the info.

Heard Bibi on CNN. The anchor was trying to get him to criticize Olmert and (unlike our ditzy dimcrats) Bibi said he was not going to say anything negative during a war.

That is a subtle observation, one I missed.

However, if I were running hezbollah, my C&C would operate in button down mode, as long as underlings received regularly spaced orders, then higher authority is clearly holding the button down, and must be obeyed.

When the button is no longer held down, i.e. if higher command is incapacitated or prevented from communicating, then C&C would devolve to the highest order still active on the C&C network, whatever systems are in use.

It can't hurt to negate Hezbollah C&C, we are agreed on that score, but priority one has to be rocket suppression, with all else subordinate in tasking priorities. If neutralizing certain orders of Hezbollah command and above achieves this, all fine and well. If not, additional efforts are required.
