That Universal Health Care thing pretty much made Romney's campaign DOA.

Correct, Amarello is just a sacrificial lamb. All the designs and most of the construction occurred before he came to office.
The real villain is Parsons Brinkerhof who had overall design responsibility. Every subcontractor found out PB were arrogant, refused to listen to advice and feedback, and routinely over-ruled the construction guys who pointed out the flaws.
He's done enough damage? He being Romney or Amorello?

There are several characters in the leadership chain of the project that apparently were incompetent. Parsons Brinkerhof was simply one of several. Its amazing to watch US businesses and government organizations who are readily hiring fools...and they know these people are fools...and paying them huge sums of money. When you look at Enron...Lay was an absolute fool at business organization and knowing a success from a fail. When you look at FEMA...Brown had no real emergency background whatsoever...he was a political geek who looked good on camera. This is America in 2006....a sorry state of leadership.
