How is this funded, and what are the costs?

That's news to me ,,, used to be that Cuba had a sane policy of PERMANENTLY QUARANTINING HIV+ individuals... maybe the increasing HIV+ population (due to the fact that their tourist industry is based on Europeans looking for cheap prostitutes) is exploding... there were even stories about people purposely injecting others with infected blood so they could enter quarantine where there was PLENTIFUL FOOD...
