Can anyone out there tell me why Bolton is now coming up for re-nomination and confirmation again so soon after he was appointed to the same position a year ago? What is the legal basis for this?

His was a recess appointment. It would expire before the next session of Congress convenes.

He was nominated = and filibustered...not even given a vote.

Conresscritters and Senators went home for vacation and President exercised his right to simply appoint him for a one year period.
