He once boasted that the Philadelphia Police Department could invade Cuba and win.

I don't think many people realize but there was a major MOVB incident during Rizzo's term as mayor. A policeman was killed but nobody else, and certainly no block was burned down.
And everybody was arrested who was supposed to be.
The difference between a mayor who knows what he is doing and one who doesn't.

Rizzo was da MAN! in the mid-70's. Now, I'm in AZ, and it's Rizzo-part II with Sheriff Joe Arpaio out here.
