In Buddhism every evil act is punished.
Insanity is like hatred it is to be fought.
Buddhist cultures allow people to use the insanity defense , but when people die they are held accountable for all their actions.
Buddhist Hells exist to purify souls and make them better for the next life ,and in some way, in the next life, Andrea Yates would be punished for her weakness. She might be reborn as a woman forcibly sterilized for perceived insanity, or she could be born to a crazy woman who kills her in childhood.
