To me the overlapping looks like someone was running them through a copier for the serial numbers. Odd size copier though... Maybe we're looking at this wrong. Instead of counterfeiting, maybe we're seeing some kind of money laundering function? Regardless, it seems to me those sheets should NOT be in bombed out rubble in Lebanon.
