You should do some research on the issue of Canadian lumber and US tariffs.
Your original question was "and if we refuse to comply or pay the fine?" Which has not yet happened. NAFTA ruled in Canada's favor several times, and the U.S. has appealed several times. The U.S. has since made a very good case for itself and it is possible that we will have the NAFTA decisions reversed on appeal. I believe the decision is due sometime next month. If we lose the appeal and there are no further appeals and the U.S. still refuses to pay up? Then we will see what happens under the scenario you raised.

I thought our hands were tied? And could you tell me how any of this supersedes the Constitution?
