No but he is the illegals best friend and we are now drowning in them. In S. Texas and the Houston area they are overloading our hospitals, driving costs through the roof, exploding crime and GWB just loves them pouring over the border and now wants amnesty for them. Just wait till we get hit hard by Al-Quaeda for its an easy way into the states and you can lay that one at the feet of both the congress and the president.

A good analogy is Nero fiddling while Rome burns and I find it pretty close fit for W.

While this may be true, it is equally true that he has done nothing to cure it.

In light of his Social Security Totalization Agreement with Mexico and his continued push for his non-amnesty amnesty, the so-called "Guest Worker" program and utter lack of border enforcement, I'd say he's single-handedly made the situation much worse.
