No, kids would surely pop the bubblewrap before you got them out the door. ;-)
But seriously, it's only unnecessary if you have complete control over all situations, including the strangers that might come up to your children when your not looking or the things they'll wait to grab at till your back is turned.
You think that behavior is necessary. That is an opinion. I would agree that it is necessary if I were with a child who tried to run away, wander off, hide or climb on things. I have been out shopping with such children and trying to load the groceries on the conveyor belt is a nightmare!
In general though, I did not find that necessary.
