All of Congress is unfixable and everyone of them need replacing. They are more corrupt than the mafia and as a matter of fact the mafia looks out for their constituents much better.

We could completely replace all the congressmen and we would still need secret programs. Those secret programs will have less public checks and be more succecptable to abuse - its pretty much unavoidable.
