IIRC, Bolton was voted out of committee (tie) because of the cryer and his emotional jag.

Bolton WAS filibustered in the Senate and it never came to a vote. the #57 comes to mind as to the number of ayes with several not voting, 8 I think.

If this were to happen again, GWB could recesss appoint again, BUT Bolton would have to work without compensation.

Please don't ask for links, this is from memory but is pretty well factual.
