Ineffective parents often come to the rescue of the "weaker" child, when the "weaker" child instigates something, and then screams when the "stronger" child defends himself, thus creating a bully in the "weaker" child who knows he does not have to finish his own fight or get punished for his own bad behavior.
Up to now, the Palestinians have played the "weaker child" scenario to perfection. GWB and his admin are now saying to the "weaker child" - sort it out yourself, you started it. If you want to get along with your sibling/neighbor, make it happen.
