I'm not a doctor, but for the moment I'll pretend to be. Isn't Clinton just a classic narcisist? (This could apply to both Clintons)
Clinton's mental problem is related to his DNA.
His brain is in his jeans.

I think his "delusions of grandeur" are definitely narcissistic but also a primary symptom of substance abuse.

Yes, if Pathological Narcissism and Sociopathy are 'effects' of fame. Puh-lease. He's got his nose too far up Clinton's behind. He's got it all backwards. It's BECAUSE of Clinton's Pathological Narcissistic and Sociopathic problems that he was able to 'charm' his public, at least enough of them to get elected, and then run with the ball when he got into power. Textbook, really, at least textbooks that weren't 'revised' by the education endeavors during his terms in the 90's.

Has Gartner been giving a Lewenski to Mr.Clinton?

He also tends to have a stuck accelerator.
Here I thought it was bent.

He's impulsive, risk-taking, perhaps sexually indiscreet, given to grandiosity, unconfined by convention and consumed excitedly with ideas, some great, some absurd. So Bubba can't help it, it is in his brain.
Only if his brain is somewhere below his belt.
