I can only assume this "leader" was too weak and scared or left it was not in his interests to make such a request before Israel took casulaties and began the obvious of doing what no one else would to "disarm" Hezbollah. Givent hese terrorists stated doctrine, one can only disarm them buy killing htem.
They have made it clear they will be back doing this again if alive.
