An advantage of having an 'actual' fire is that the building will remain evacuated longer. More chance of upset babes not knowing what to do or where to go.....perfect opportunity for a breathtakingly sick loser who is looking to prey upon vulnerable people.
He's started on his career as an arsonist / rapist....hopefully some 'accident' will befall him before he actually harms someone, assuming he hasn't already.
