Second of all Bush's inititiative PEPFAR provides ample funding for condoms and abstinence programs. Now do I think that I should be paying for Ugandan's condoms?

Ugandas HIV rate has been steadily declining for a good many years thanks in large part to American charity while the US rate is on the rise. Bush's fault, right?
