I'm sure one of the Guv's flying monkeys will be along soon to explain this apparent insanity to us dummies. We all know how business-friendly CA state commissions are over time: look at the Coastal Commission.
Meanwhile I continue to believe California is probably doomed. I wonder if our dear Governor is accepting bribes from AZ, NV and OR to drive more business away from CA.
